Obey The Laws
All citizens must always abide by all the laws then in effect, in the
form in which they are then in effect, and interpreted in accordance with
currently existing custom.

Mutable/Immutable Laws
Until such time as they are legally transmuted, Laws 1-499 are
immutable, Laws 501-999 are mutable and are laws which regulate citizens and
the law. Law 1000 and above are also known as common law and shall
apply to all players not just citizens; it is the duty of the citizens
(collectively) to effectively enforce the common laws.

What is a Proposal?
A proposal must propose one of the following:
a) The enactment of a mutable or common law,
b) The amendment of a mutable or common law,
c) The repeal of a mutable or common law,
d) The transmutation of a law between immutable, mutable and common.
e) The overturning of a judgement, or
f) A change in the game state which does not change any law.

Adopting Proposals
All proposals made in the proper way shall be voted on. Three conditions
must be satisfied for a proposal to be adopted: (1) a quorum must have
been achieved; (2) the required number of votes must have been cast in
favor of the proposal; and (3) the prescribed voting period must have
elapsed.

Proposals Must Be Written Down
Any proposed law change must be written down (or otherwise communicated
in print media) before it is voted on. If adopted, it must guide play in
the form in which it was voted on.

When Proposals Can Not Take Effect
No law change may take effect before the end of the prescribed voting
period on that proposed law change, even if its wording explicitly states
otherwise. No law change may have retroactive application.

Numbering Proposals and Laws
Each proposal put on the voting notice board shall be given an ordinal
number for reference. The numbers shall begin with 1000, and each
proposal shall receive the next successive ordinal, whether or not the
proposal is adopted. Newly enacted laws receive the ordinal number of
the proposal that adopted them. The ordinal number of a law is the
first ordinal number that was assigned to it, even if it is amended.

Common/Mutable/Immutable Inconsistencies
Mutable laws that are inconsistent in some way with some immutable law
(except by proposing to transmute it) are wholly void and without effect.
They do not implicitly transmute immutable laws into mutable laws and at
the same time amend them. Common Law which is inconsistent in some way with
any other law shall only be applied to non-citizen players.

they explicitly state their transmuting effect.

Making Proposals
The proper way to make a proposal is to place it on the voting
noticeboard. The prescribed voting period begins at the moment that the
proposal is placed on the voting noticeboard, and the proposal then cannot
be removed from the voting noticeboard until the end of the prescribed
voting period.

At Least One Mutable Law
There must always be at least one mutable law. The adoption of law
changes must never become completely inpermissible.

Law Changes That Affect Law Changing Laws
changes that affect laws needed to allow or apply law changes are
as permissible as other law changes. Even law changes that amend or
repeal their own authority are permissible. No law change is
impermissible solely on account of the self-reference or self-application
of a law.

The Lifting of the Veil
Citizens may vote either for or against any proposal on the voting
noticeboard during the prescribed voting period. Voting shall remain
secret until the close of that voting period. Citizens who do not vote
within the prescribed period shall be deemed to have abstained.

Permissibility Of The Unprohibited
Whatever is not explicitly prohibited or regulated by a law is permitted
and unregulated, with the sole exception of changing the laws, which is
permitted only when a law or set of laws explicitly or implicitly
permits it.

Recently Active Citizens
A registered citizen is recently active with respect to a proposal if he or
she has logged on to the game at least once in the two weeks before the
beginning of the voting period on that proposal.

at a time, if he or she has logged into the game at least once in the
previous week.

Required Number Of Votes
The number of votes required to pass a proposal is a simple
majority of the votes legally cast within the prescribed
voting period.

The Prescribed Voting Period
The prescribed voting period on a proposal is seven (real life) days,
starting from the moment that the proposal is placed on the voting noticeboard.

Resolving Conflicts
If two or more mutable/immutable/common laws conflict with one another,
then the law with the lowest effective ordinal number takes precedence.
If at least one of the laws in conflict explicitly says of itself that it
defers to another law (or type of law) or takes precedence over another law
(or type of law), then such provisions shall supercede the numerical method
for determining precedence. If two or more laws claim to take precedence
over one another, or to defer to one another, then the numerical method must
again govern.

Invoking Judgement
Any citizen who has a question or complaint about any matter concerning
the laws and their interpretation, application or violation may place a
statement on the legal notice board and call for judgement (CFJ) on
that statement. No citizen may have more than five calls for judgement
pending acceptance by judges.
A reasonable fee may be levied on the citizen making the CFJ.

Selecting an Eligible Magistrate
When Judgement has been called for, a Judge is randomly selected
from among the pool of Magistrates, see law High Court.
The Judge may not be the invoker of the CFJ or any Magistrate(s)
identified as violating the law within the CFJ.
Should no Magistrates be available this duty shall fall to the King.

Delivering Judgement
Having accepted the appointment, a Magistrate has exactly 3 mud
months (one week) in which to convene a Court, hear argument and
post an official Judgement.
If Judgement is not made within this time the task falls to
another randomly selected Magistrate.
A Court shall be a public hearing, within a Courtroom, that shall be
convened by the Magistrate select to Deliver Judgement upon a CFJ.
The time of the hearing shall be selected and publically announced by
the Magistrate at least 12 mud days (1 day)
prior to the hearing. The Magistrate should endeavour to select
time suitable for themselves, the initiator of the CFJ and
any parties specified within the CFJ.
At the time of the hearing, the following order of events shall be followed:
1. Magistrate enters Courtroom, and sits.
2. Magistrate calls the initiator of the CFJ to hear argument.
The initiator may call parties (such as witnesses) to support the CFJ.
3. Magistrate calls any parties specified in the CFJ to hear
counter argument (if this exists).
These parties may also call other parties (such as witnesses) to
support the counter argument.
4. Magistrate considers previous judgements as non-binding precedents.
5. The Magistrate then makes a decision, announces it and posts an
official Judgement.
Any fee collected in the making of the CFJ is paid to the Magistrate.

Three Possible Judgements
There are only three possible Judgements:
1. True
2. False
3. Undecided.
A Judgement may be contain a specification of penalties for parties,
specified within the CFJ, that have been found to have infringed
the law as a result of the Judgement.
A Judgement should also be accompanied by reasons an arguments, but
any such reasons and arguments form no part of the official
Judgement itself.

Judgements Must Accord With The Laws
All Judgements must be in accordance with all the laws then in effect.
When the laws are silent, inconsistent, or unclear on the statement in
question, however, then the Judge shall consider currently existing game
custom and the spirit of the game in reaching a decision.

Judgements Are Not Laws
If a statement on which Judgement has been called and that Judgement is not
overruled, it does not thereby become a law, or any part of a law.
It merely becomes an explicit part of currently accepted game custom.

Appealing Judgements
At any time in the 3 mud months (7 days) following the posting of a
judgement, any citizen may appeal that decision of the Magistrate.
Once an appeal is lodged any penalties outlined in the judgement
are suspended until the outcome of the appeal.
The appeal is made to all the remaining Magistrates excluding
the invoker of the CFJ.
These Magistrates must convene a court and hear the
appeal and details of the original CFJ. The Magistrates
may then deliver a new judgement on the CFJ.
The Magistrates each deliver a new judgement, a simple
majority of a new judgements is required to deliver a new
judgement. Any other result upholds the current judgement.
New penalties may also be outlined by the Magistrates
providing they can reach a consensus on the penalties.
Any fees collected in the making of the appeal is divided among
the Magistrates who delivered new judgements.

Players and Citizenship
A citizen is any person who is registered as a citizen, the process
of registration shall be at the discretion of the administrators
of the game (Shattered World). No person may register as a citizen
more than once concurrently; if a person is found to have more than
one character registered as a citizen they shall have all their
characters removed from citizenship and be barred from ever taking
up citizenship for any of their characters.
Anyone is allowed to observe the game and participate in discussion of any
issue, but no person who is not a citizen may make a proposal, or vote on
any proposal, or call for judgement, or pass judgement. Any character,
on the game, controlled by a person shall be regarded as player.

Maximum Three Proposals Per Citizen
At any time, no citizen shall have more than three proposals
up for vote on the voting noticeboard.

Seconding Proposals
Before a proposal may be placed on the voting noticeboard, it must be
signed (also called seconded) by another citizen.
The citizen making the proposal may ask any other citizen to sign his/her
proposal. The citizen who is asked then has three options. He or she may:
(a) privately refuse to sign. No record is kept of the transaction.
(b) publically sign. The signature indicates that the proposal has been
examined and approved.
(c) publically refuse to sign.
Public refusals and signatures are appended to the proposal when it is moved
to the voting notice board.

Old Citizens
An old citizen is a person who has deregistered as a citizen, then
reregistered again, under the same or a different name than that
under which they were previously registered, within a 6 week period.

Deregistration and Forfeiture
A citizen may not deregister himself or herself from the game, except by
forfeiting. When a citizen forfeits, he or she remains registered for a
length of time equal to the longest possible voting period on a proposal.
At the end of this time, he or she is deregistered.
During the time between forfeiting and being deregistered, the citizen may
not vote or make a proposal. The citizen automatically refuses any selection
for judgement.
If, at any time during this period, the citizen decides against forfeiting,
then these restrcitions are instantly revoked, and the deregistration
does not take place.

Undoing Laws Violations
If a statement claiming that a citizen's action, excluding the process
of judgement and the delivery of judgement, was in violation the laws is
judged TRUE, that move shall be undone, if possible and practical, as soon
as possible and practical. The citizen shall be penalized at the discretion
of the Chief Judge. No laws may be changed, repealed, or removed as a
consequence of this law. However, if the legality of a proposal's enactment,
its vote, or the cirumstances of its
proposition are challenged before it is enacted, then that proposal may not be
enacted until the question of legality is resolved.
If the judgment is challenged and successfully changed to undecided,
then the citizen regains any penalty they have endured (if possible),
and may repeat the action, subject to the call of another judgment.
This law takes precedence over other mutable laws which would prevent the
illegal move from being undone.

Form of Amendments
Any proposal which amends any other proposal must:
(i) explicitly state which proposal it is amending, and
(ii) fully state the amended form of that proposal.

The Constable
Duties
------
An office exists entitled the Constable, whose duty is to enforce
the Law. The rules for how a player may be appointed as Constable are
contained in other Laws.
The Constable has the following responsibilities:
(a) To ensure the Law is not broken, to the best of his/her ability.
(b) To punish those who break the Law, using the appropriate legal
remedies, to the best of his/her ability.
(c) To ensure that an up-to-date record of the current laws is
maintained, and made easily accessibly to all citizens.
Failure to uphold these responsibilities is not automatic grounds for
dismissal. However, dismissal may be allowed for by other Laws, for
example, under a Vote of No Confidence Law.
Powers
------
In order to uphold his/her responsibilities, the Constable is granted
the following powers:
(a) The Constable may bounty players for breaking the Law, when clear
prima facie evidence exists of such a breach. Evidence is considered
to be clear prima facie when it is reported in the crime logs.
Where the Law does not specify a maximum bounty or fine amount, the
Constable's maximum bounty is 10,000 coins. In the absence of clear
evidence, the Constable's responsibility is to initiate a call for
judgement.
(b) The Constable may enforce penalties handed down by Magistrates in
response to calls for judgement. In doing so, he/she may make use
of any objects or weapons of office, including but not limited to
the Whip of Justice. The Constable must suspend the enforcement of
penalties if the judgement or penalty is appealed.
(c) The Constable may increase the penalty for a criminal, under the
circumstances Increasing Penalties below.
(d) The Constable may appoint as Deputy any other citizen(s) and
grant them some or all of the powers above. Such an appointment
must be by posted note to the Law board, and must state which powers
the Deputy has been granted. The appointment is only valid when
the Deputy posts his/her acceptance to the Law board, and if such
powers do not exceed the Constable's. The appointment may be revoked
by the current Constable at any time by way of posted note.
Increasing Penalties
--------------------
If an offender refuses to submit to a punishment handed down by
a Magistrate, the Constable may increase the penalty, provided that the
new penalty is a bounty or allowed by other Law.
To increase the penalty, the Constable must post a note to the law
board, stating the new penalty, the criminal, the original crime,
and the time at which the new penalty will apply. This time may not
fall within 24 RL hours of the Constable's post. If the criminal
complies with the original penalty before the time specified, the
new penalty does not apply; if he/she does not, it then takes effect.
If the offender believes the new penalty is unjust or unlawful, he/she
may make a call for judgement. If this occurs, the Constable and
Deputies must immediately suspend their pursuit of the offender until
it is resolved, including any appeals heard. The judgement of this
CFJ/appeal may either uphold the new penalty, impose new penalties, or
reject the Constable's new penalties without imposing new ones, in
which case the original penalty still applies.
The Law Book
------------
The Constable's Law Book should be a faithful rendering of the current
laws, but does not constitute the actual laws.
The Constable must ensure that appropriate changes are made to the
Law Book whenever a proposed law change is adopted. He or she must
ensure that the law change directions in the proposal are precisely
followed when the change is made. Any disputes must be resolved by
Calls For Judgement (CFJs).
Resignation & Absence
---------------------
The Constable may resign his/her post, at which time any Deputies
cease to become Deputies.
If there is no Constable, the office's duties and responsibilities fall
upon the Monarch, or, if there is no Monarch, on the Chief Magistrate.
References
----------
Any references within the law to Chief Judge are equivalent to
references to Constable. Where game custom dictates, references in
the law to Judge are also references to Constable.

Laws for Officers
An incumbent officer is any player who has been appointed or elected
to an office specified in the laws. A Judge is not an officer; although
the Chief Judge is an Officer.
The only way an incumbent official may be removed from office, except
as specified by the laws for that specific office, is if a player (the
challenger) makes a proposal to replace the officer with him or
herself. This action constitutes running for office. The proposal is
voted on in the usual way, but the challenger may only replace the
incumbent officer if the proposal receives at least 2/3 of the votes cast
in the prescribed voting period. Otherwise, the proposal is considered
to have failed.
An incumbent officer may announce his intention to resign at any time.
He or she must appoint a replacement. The officer remains in office
until a replacement is found and accepts the appointment. If an officer
resigns while a challenger is running for his office, the challenger
becomes the new officer.

Guards
# Enact Common
Guards shall be placed at all major city intersections.
The guards shall be loyal to the king only .
The king shall have to pay said guards money from the treasury
according to the monster level of the guards.
These guards will attack any bountied non-citizen on sight.
These guards will take into custody any bountied citizen and lock them in the
current palace jail until the judge can be notified or for a specified time 10 minutes .

Registration of New Citizens
# Enact mutable
Any person wishing to become a citizen must first register
a player. The person is also oblidged to give an adequate
electronic mail address. All electronic mail addresses of
current and aspiring citizens will be on display in the city.
After entering an email address a one week (real life) voting
period will commence in which current citizens may anonymously vote
for or against the suplicant becoming a citizen.
At the end of the voting period the supplicant will become a
citizen if they received more than 50% of the yes vote.
If they do not receive citizenship they will be barred
from repetitioning for a month.

Proxies
A citizen shall be permitted to register a proxy to act upon his or her
behalf during periods in which he or she cannot, for whatever reason,
log into the MUD. Such a proxy shall be permitted to vote upon proposals,
and new citizens, but shall not have any other rights of citizenship,
unless he or she is already a citizen. Should both the proxy and the
citizen vote upon the same issue, the citizen's vote shall take precedence,
and the proxy vote shall be discarded. The proxy must agree to act upon
the citizen's behalf.

Lords
A player must complete all the player quests required to be completed
by his/her guild in order to become a Lord. A Lord must complete
all player quests in order to advance past Sir/Madam level. Ranking
is according to Law 535.

Robbing of Sanom treasury
Despite it being logged for all to see, the robbing of Sanom treasury
shall not be a crime punishable by the law.
The culprit shall even go so far as to flant his deed to the populance
and the Chief Judge without fear of retribution.

The Arena
Let it be decreed that the judge of Sanom City be able
to expell criminals into the arena. He may also be able to control
City Guards, in order to hunt down and destroy
said criminals. The criminals would then have an agreed
upon time limit in order to escape justice.

Errors of the Law
When it can be shown that due to an error in the working
of the realms, a law has been passed that it can be
reasonably accepted should not have been, that law
is null and void.

Attempted murder
It is a crime to attack another player within the city.
This is to initiate combat will be considered 'attempted murder',
and will be recorded in the crimes log.

Players' Bank Accounts
Players (non citizens) may not accumulate more than 20000 coins in
their bank accounts. Any excess maybe claimed by the city.

The Monarch of The Land.
There shall be an Office (as defined by the Laws of Office) known
as The Office of The Monarch. Monarchs are generally referred
to as King or Queen depending on their gender.
The Office holder shall be initially determined by the citizen
with the highest Lord Ranking (see below)
The Office changes hands by Election (as outlined in the Laws of Office)
or when a citizen achieves the highest Lord Ranking (of all players)
(at the moment of surpassing the ranking of the player with the
previous highest Lord Ranking).
Lord Ranking shall be calculated as follows :-
a) There shall be five basic rankings (non-female/female title given)
given from lowest to highest:
Sir/Madam,
Count/Contessa,
Baron/Baroness,
Duke/Duchess,
King/Queen.
b) A citizen completing all the Quests shall initially begin at the
ranking of Count/Contessa. Should new quests be introduced a
player shall be reduced 1 entire rank until they complete all
the quests (regaining that rank).
c) The player recognised as The Champion shall gain 1 entire rank.
d) Unless outlined elsewhere in the law the following applies.
Players shall receive Lord Points
within each rank, players may gain lord points as specified by
Sir George the mediator. A players lord points within a rank
shall be decay once every two (game) weeks. The rate of decay shall
be determined by Sir George the mediator.
The Powers of the Monarch shall include -
a) the ability to tax the citizens (details outlined elsewhere in the Law),
b) The ability to replace the current Judge providing the Monarch
gives one weeks written notice which includes the name of the new Judge.
c) The ability to replace the newspaper editor providing the Monarch
gives one weeks written notice which includes the name of the new Editor.
The Duties of the Monarch shall include -
a) Maintaining Sanom City (by using money from the treasury,
collected by taxation etc).
b) Making Sanom City a better place.
c) Helping new players understand and enjoy Shattered World.

Siren guild leader power
The guild leader of sirens shall not have the power to excommunicate
any other siren from the guild, nor shall they have the power to demote
any other siren

This law states that the name of a person proposing a law, and the date
that the proposal was made, will be appended onto the bottom of the
completed proposal in the format:

Bank Account Balance Privacy
In the interests of privacy, the Monarch may not under any
circumstances view the bank account balance of a citizen or
player. Likewise, he or she may not view the takings of any
of the properties throughout the land.

Conflicts of Interest
Guild leaders may not make any property or monetary transactions
which involve their personal wealth (including property) and the guild
wealth (including property) other than the allowable transactions
listed below. Any other transaction, including those through one or
more 3rd parties are to be considered illegal. Guild leaders may not
profit personally from the purchase or sale of property to or from the
guild.
Allowable transactions are limited to:
- The one way transfer of personal wealth or property to the Guild.
(Such a transaction will be considered a donation to the guild
and will immediately become guild property and treated as such.)
- Transactions between a guild leader and a guild owned shop, at the
normal retail price for such items. Prices may not be adjusted
in order to gain discounted items for the guild leader, or any
person acting in concert with the guild leader.
- A guild leader purchasing a property from his or her guild through
a public Auction.
Officers may not make monetary transactions which
involve their personal wealth and the wealth their Office.
Magistrates may not receive wealth or favour in
connection with the delivery of judgement or delivery of an
associated penalty, other than any fee collected in the making
of the CFJ, as specified in law 509 Delivering Judgement.
The Chief Judge and the King may not hold a position as a
Magistrate and must immediately resign their position as a Magistrate
should they occupy one of these positions.

Revoking of Citizenship
Any citizen who has not been recently active on Shattered World
shall have their citizenship revoked.
Within this law, a recently active citizen is defined to be one
who has logged into the game at least once within the last 2 months
real time.
Any property or funds in possession of a player that has had their
citizenship revoked that is in excess of the allowed legal limits
will be confiscated by The City immediately. This law will overule
any other laws relating to the removal of property or funds from
a player.

Vote of No Confidence in the Judge/Editor
If a citizen feels that the currently elected Judge or Editor is not performing
the duties of the job adequately, then that Citizen can call for a Vote of No
Confidence in the Judge or Editor in question.
After the Vote has begun, the Judge/Editor can be removed from Office after a
Quorum of Citizens has Votes YES.
Quorum in this instance is considered to be 2/3 of the active Citizens.
Votes of No Confidence can only be initiated by a Citizen and only once per
officer.
The Voting period, and method will be the same as the method for electing a new
Judge/Editor.
If the Judge or Editor is voted out with a vote of no confidence, they
are ineligible for that position for a period of

Champion of the Realm
The Realms need someone to defend them and lead them in a time of Crisis.
To this end, the position of Champion will be available to any citizen that
feels that they are worthy of the position. The Champion of the Realm will
be determined by a Trial By Combat, in a best of three tournament. The
nature of this contest will be non-lethal, using only blunted weapons. The
Champion must accept any challenges to his position, and the combat must be
fought within 24 Hours of the Challenge. The Trial By Combat will take place
in a marked area east of Sanom City in the fields. This is so that the general
populace can watch and appreciate the great feats of strength and valor that
the contestants will show.
Any member of the Audience found influencing the outcome of the Trial by Combat
will be fined an appropriate amount as determined by the Chief Judge, and if the
interference is sufficiently grave the Chief Judge has the right to execute the
party involved. The Challenger and Challenged may use not use any Magick or
Power that they possess to win the combat, they must use a blunt longsword and
be wearing normal platemail. The outcome is ultimately Judged by the King and
the Chief Judge, who must be in attendence, or send an approved proxy for the
event. Neither the King or the Chief Judge can be the Champion of the Realms,
as these positions already hold a great deal of responsibility, and should not
be burdened any further. Once a Champion of the Realms has been determined,
the old Champion must vacate the office immediately and hand over the Chain
of Office to the new Champion. On winning the combat, the Champion of the
Realms recieved an Office in the Palace, where he may rest and develop
strategies to defeat the realms enemies. He will recieve the Champions Sword,
Champions Armour, and Champions Chain of Office. These must be worn at all
times, to show the people that the Champion walks amongst the people keeping
the Realms safe and free.

The High Court of Shattered Worlds shall consists of six (6) elected
officials. These officials shall be known as Magistrates.
The Magistrate who has served longest as a Magistrate shall
be the Chief Magistrate. A roll of magistrates shall be maintained
at the Law Office.
The officials shall meet as outlined within the law to
provide rulings about the interpretation and application of the law.
A person shall have no more than one player acting as a Magistrate
at any time.

Magistrative Terms of Appointment
There shall be three (3) types of terms of appointment for
Magistrates.
1st term: The first time a Magistrate is elected they are appointed
for a term of 3 mud years.
2nd term: Providing a Magistrate serves their entire first term, the
second time a Magistrate is elected they are appointed for a term
of 12 mud years.
3rd term: Providing a Magistrate serves their entire second term,
the second time a Magistrate is elected they are appointed for life.
They shall be known as Magistrates For Life.
Failure to complete a term shall result in appointment at that
term for a subsequent appointment.

Inactive Magistrate
A Magistrate becomes inactive under the following conditions:
i) They do not login into Shattered World for a period of
6 mud months (14 days).
ii) They do not deliver judgement on a CFJ for a period
of 6 mud months (14 days).

Appointing Magistrates
A Magistrate may only be elected when a position on the High Court
becomes vacant. A position on the High Court becomes vacant and
thus available after:
i) A Magistrate voluntarily resigns or retires from the position.
ii) A Magistrate becomes inactive, see law Inactive Magistrate.
iii) A Magistrate occupies a position of conflict, see law
Conflicting Duties.
iv) A Magistrate's term of appointment ends, see law Magistrative
Terms of Appointment
To be elected as a Magistrate the candidate must be a citizen
and be nominated for the position by another citizen. This nomination
shall be proposed as a nonlaw and must seconded by the candidate
in question. A two-thirds majority is required to elect the candidate
to the position of Magistrate.
A Magistrate does not lose their position as a Magistrate
if they lose their citizenship.

Legal Costs
Legal fees for invoking a CFJ shall be set by the Chief Magistrate
at a fee attainable by most citizens. The fee for an appeal shall
be six times this amount.
Fees for making a CFJ or appeal shall be paid upfront by
the invoker of the CFJ or appeal to the Magistrate or Magistrates
chosen to judge the CFJ or appeal. The costs may be restituted
from another party as party of a penalty set within a Judgement.
The Constable and Magistrates are exempt from paying legal fees
for invoking a CFJ or appeal.

Removal of Citizenship
A proposal to revoke the citizenship of a character may be made by
proposing a non-law, stating the intention and reasons to remove
citizenship.
Citizenship of a character may be revoked following a successful vote on
the matter. Citizenship will be removed for a period of not less than
1 and not more than 12 MUD months, the exact period to be determined by
the Chief Magistrate.
In order to be considered a successful vote, 2/3rds of voters must vote in
favour of the proposal, and it must be ratified by the Monarch and the Chief
Magistrate (ie. they must vote in favour of the proposal). In the event that
there is no Monarch, then the vote must be ratified by a majority of
Magistrates. If ratification by Magistrates is required, then all Magistrates
are required to vote, if possible. (A vote of 4/5ths in favour of the proposal
does not require ratification.)
Proposals to revoke citizenship may only be made once per moon phase for any
given citizen.

To be valid, proposals must declare themselves as one of four
types:
a) Mutable - proposals that, if passed, will become mutable law
according to Law 2 (Mutable/Immutable Laws).

c) Repeal - proposals that, if passed, will remove the specified

Generality of Law
Laws may not address specific players. With the exception of
nonlaw proposals, any proposal that refers to specific players
cannot become law.
A reference is specific when it can only apply to one person
until his/her powerdeath. For example, a reference to Dodinas
or the cult leader of Addiction is specific. However, the
guild leader of Psyche or all cult leaders may represent
various players at various times and thus is not specific.

Magistrative Powers
When the laws, whether via call for judgement, passed nonlaw proposal,
or other means, call for a player to be sacked or appointed as
Constable or Magistrate, Magistrates may enforce the law.
Additionally, when the Constable is found, by call for judgement,
to have acted outside the law, the Magistrates are empowered to undo
his/her actions.

Penalties within the Law
The law allows for a variety of legal penalties; including
monetary fine, confiscation of possession or property, one death,
power death, imprisonment, removal of citizenship (for citizens)
or other restrictions as specified by the Chief Judge.
Failure to accept a lesser penalty can lead to greater penalties
being imposed.

Heinous Crimes
For particularly heinous crimes, the Judge has the right to confiscate
funds from the offender's bank balance, regardless of whether the offender
gives consent. This amount shall not exceed 10,000 coins.
For the purposes of this law, a `heinous crime'; is defined as the murder
within the city bounds of a person with zero quest points. This crime is
deemed to be committed when such a person is killed in a fight that he/she
did not initiate.

Ammendment to law 1010 Property Ownership
The following maximum limits for property ownership shall be
enforced-
CITIZENS - Up to ten (10) commercial properties
- Unlimited residential properties
GUILDS - Up to four (4) commercial properties
- No residential properties
Commercial property is defined as any tradeable income-
generating property. Residential property is any tradeable,
non-income producing home.
Non-citizens are unable to purchase any property be it commercial
or residential, until they have become citizens.
If a character who was previously a citizen loses his or her
citizenship and that character owns any property, he/she
has ten (10) days (real time) in which to ensure he/she no
longer owns any properties. If after ten days, he/she
still owns any property and is not a citizen, ownership of all
properties will be siezed and auctioned at the Sanom City
Real Estate Agent for a minimum bid of 10,000, the proceeds
going to Sanom City.

Shops which deal in magical items in Sanom City and the surrounding

No character shall be banned from joining Psyche purely from the command of the guild leader.

Embezzlement
Where the leader of a guild utilises the funds of that
guild for purposes other than administration of, or
investment on behalf of, the guild, the leader shall
be deemed to have stolen from the guild.
Investment shall be defined as the purchase of
property or other items which have a reasonable
probability of producing further income, over and
above the cost of purchase, for the owner of said
property.
Administration shall be defined as the utilisation
of funds for tasks which are deemed as necessary
for the day-to-day running of the Guild, including,
but not limited to, the formation of alliances with
other Guilds.

Secured Bank Loans
Unless specified otherwise in its loan offer, the limit of
restitution a bank may make in recovering an overdue loan
is seizure of the defaulter's savings deposit with all banks,
up to the amount owing.
The defaulter's property, if any, shall not be seizable by
the bank unless it is specified as collateral at the time the
loan is offered. Where property is specified as collateral, it
may not be sold or otherwise disposed of by the loan recipient,
and no transaction that includes its disposal shall be considered
lawful.
Where a loan with collateral becomes overdue, the bank may
immediately seize the property specified. The property must then
be immediately offered for auction at a real estate office, and
the proceedings from its sale, up to the amount owing the bank,
transferred to the bank. Any proceeds from the sale remaining
after the loan has deducted the amount owing to it shall be
return to the defaulter.
The bank owner, if one exists, at no time acquires personal
ownership of any collateral. If the owner wishes to acquire a
property seized by the bank, (s)he must bid for it at the real
estate office like all other interested parties.

Public Notification of Guild Transactions
When a Guild Leader conducts a major transaction on behalf of his/her
guild, he/she must notify the guild members.
A major transaction is defined as any of the following:
1- Bidding for property, putting property up for auction or otherwise
taking action that leads to a property's change of ownership
2- Removing cash or items of value from the guild's bank account,
shops, property or locations
To notify guild members according to this law, the Guild Leader must
do at least one of the following:
1- Post a message explaining what he/she has done and why on the
guild's own bulletin board (if one exists)
2- Send mail via the Post Office explaining what he/she has done and
why to the guild
3- Post a message explaining what he/she has done and why on the
Sanom City player's bulletin board
If the Guild Leader fails to notify his/her guild within one day of a
major transaction, he/she shall be removed as Guild Leader for a period
of no less than thirty (30) days.

Town Fool
The Town Fool will be a position held by any one.
The Town Fool will have no Duties.
The Town Fool will be an elected position.
Citizens may only vote for the Town Fool.
Citizens may only nominate for the position Town Fool.
Citizens may not nominate thier own 'second character'.
The Term of Office will be one Moon Phase.
Nominations will begin when Dues Collection commences.
Voting will begin at the start of the new Moon Phase, and will
last One real time Week.
The Town Fool will be the winner of the election by simple majority
of the total votes.
In the event of a tie there will be a run-off with all canidates that
tied, and no new Canidates will be admitted.
Also the Town Fool will have no 'special protection' from being killed.

Responsibility For Minions
Players are responsible for the actions of minions under their
control.
Minions are defined as any living creature that is compelled
to obey the commands of the player, and includes but is not
limited to demons under the control of members of Arioch,
animals bonded to by Galandrians and creatures possessed.
Responsible means that the actions of the minion shall be held
to be the actions of the player, and all existing laws applied
therefore.

Advertising Restrictions
Owners of commercial property may not promote their goods or
services by posts to any bulletin boards except those specifically
dedicated to that purpose (the 'Advertisers Board').
Property owners who break this rule shall be liable for an immediate
fine of 2,500 coins. Failure to pay the fine within seven (7) days
shall entitle the Chief Judge to assign a bounty at his discretion
on the offender.
Exception: Guild Leaders may advertise guild-owned property on
their guild's board, if one exists.

Anti Horizontal Monopoly
Players may not hold a horizontal monopoly in commercial property.
A horizontal monopoly occurs when more than 50% of the same type
of property is owned or controlled by one player. Properties are
considered to be of the same type if they may trade in identical
goods and/or services. Shop types include but are not limited to
banks, butchers and pub/restaurants.
Property is considered to be controlled by a player if he/she
owns more than 50% of the property, or may otherwise manage it,
including through guild leadership.
Horizontal monopoly laws do not apply where only one instance of
a particular type of commercial property exists.

Land Taxes
Land Taxes shall be defined as those taxes that are
payable due to ownership of property.
There shall be tree types of property in regards
to Land Taxes.
Residential.
Shop - which includes markets, smithies, magic shops, armourer weaponer etc.
Other Comercial - i.e. pubs, banks, breweries, butchers etc.
Each of these types will have taxable amount set by seperate laws.
The tax shall be payable by the owner to the landlord.
The landlord is defined as the citizen who controls
the region in which the property is located.
If no lord directly controls the region the revenue shall
be paid to the monarch.

Disposal of Mortgaged Property
Except as specified by the law Secured Bank Loans, mortgaged property
may only be sold or transferred in one of the following ways:
1) At the Real Estate office, where its mortgaged status shall be
publicly displayed; or
2) By private sale, where the seller must notify the buyer that the
property is mortaged before any money or items of value have been
paid. The seller is not required to provide details of the loan
under which the property is mortgaged, but he/she must not mislead
the buyer in this regard.
If this law is violated, the transaction is invalid, and the seller
may be penalised at the discretion of the Chief Judge.

Abuse of Legal Office
Where officers of the law, including the Constable and Magistrates,
are granted powers by virtue of their office, such powers can only
be employed when the law specifically allows for it.
For example, if the position of Constable bestows the ability to
remove another player's citizenship, that ability can only be used
when the law says it may.
Use of such power without authorisation by the law is an abuse, and
penalties may include a monetary fine or dismissal from office.
If the officer in question is a Magistrate, that person cannot judge
the call-for-judgement or appeal. He/she can, however, continue
his/her duties in relation to other legal proceedings.
